It is the seat of the federal government

A district is simply not a state and the purpose is so the Federal Government is in a neutral location (keep in mind it was created before the Civil War)

It is not a state so that the nation's capital can fairly represent no single state. There are pros and cons to this. Washington is a beautiful city in good part because a lot of it is federally funded. Still the locals appear to resent this in that the Washington DC license plate slogan reads "Taxation Without Representation."
