Does one need ECNR Stamping on his Indian passport to travel to UAE on a Visit Visa?

The travelling person does not have any educational qualification and is a home-maker, and her husband has a Employment Visa, and is in gulf for around 11 years.

ecnr stamp has been done away with eff 01 oct 2007. the lady does not need ecnr if she is going on a visit visa and with a return ticket. but if she is tavelling on a one way ticket and on residence permist, then she does have to get ecnr stamp.
