What's the best route between Rosarito and Tijuana?

I'll be dropping off a family member in Rosarito around where the PEMEX refinery is but I also have an appointment at 4:30 pm in the Zona Rio of Tijuana. I don't really know how bad the afternoon traffic is. Which route should I take for this time of day? The Ensenada-Tijuana highway or the road that cuts through the mountains?

Getting from rosarito to tj faster go through the toll road keep going till you get to second street (you will see at the end a cemetery on your right called panteon jardin) that intersection is called second street keep going (no turns) you
will get to zona rio, yes you will get in to traffic, but still its going to be less than the old roads. At the intersection (last light to go to the states) stay in your right side, in the divide go to the right side and it will take you to the back of costco.
And there your in zona rio. Just go straight. (where exactly do you need to go to)
At midday theres going to be traffic everywhere.

You should go at night because less traffic. Just take the highway to Ensenada that is the only route there is another one but it will take you much longer. Just take the highway.

I live near Rosarito and I can tell you the toll road is always much faster.

Try the rosarito tijuana I dont think there is much traffic going that way... Also go thru Soler and its faster thru there...
