Koh Tao Royal resort about 3,500 for 4, there are plenty of places you can have a nice room for 1,500-2,000 each so that is not a problem. Accommodation varies from basic to luxury, do check on the locations and read the recent January reviews for places within your budget. You can fly to Samui and take the ferry or you can bus or train via Chumphon and then ferry, Lomprayah has twice daily bus and ferry all-in trip from Bangkok for around 1,000 pp each way.
