Almost there...

not in the UK its been raining for over a week now

It's been summer since last week

Yes, it has been since June 21st.

Doesn't feel like it. It's because when it was in the 90's I bought a pool. It has been cool ever since, sorry, it's all my fault, lol.

Been and gone, it was way back in May. Did you blink? that was when it was.

summer here in Wales was on April 13th between 12 pm and 1 25pm

To answer the question we have to ask: what's summer?!! The easiest and most universal answer is that it is the hotest season of the year, where a season is three months.
Climate around the world is different and hence the time of summer differs. To know the summer at any place you have to see what is the average hottest day of the year and take one a half month before that and one and a half month after. This is called the meteorological definition.
Astronomically however, it is said that summer begins from the summer colistice around 21 June and ends by the autumn equinox around 21 September. This is the astronomical definition and in many parts of the world, it defies the cultural notion of summer. In the southern hemisphere, for example, it is the coldest time of the year. On the equator, however, it is the same as the weather is almost the same on all seasons.
So, astronomically, we are now in summer, but meteorologically, it depends on where you are.
