but makkah is a city in saudi arabia and it's not the capital city.

the capital city of saudi arabia is RIYADH. which the goverment located.

Mecca the town is governed by the same Saudi laws country wide.. Islamic rules..
You however have to be muslim to enter the holy city.. non muslims arent allowed.. Its very sacred there.. You can though visit other cities if you are able to get a visa to Saudi, which is hard in itself. This is not a tourist country yet. There are some private tours developing lately, but these are strict and organized and mostly are around Jeddah and the red sea and some are sea cruises and some are diving tours.. Nothing mainstream yet...
