Yeah it's getting a little too late in the season to be assured that you will see some of the big Grey whales.

Yes, but it's somewhat late in the season for it. The Birch Aquarium has boat tours, and there's an annual event at Cabrillo National Monument (Point Loma), but there are also plenty of private whale watching expeditions that run at or under $50/person.
