Phewwwwww, GOOD LUCK~!
First of all Costa Mesa is at LEAST 30min. North from San Clemente...everyone has/needs a car.
Second, Apartments & Parking are at a Premium, being Pier and Beachfront area!
There are no real Big Apt. bldgs....Apts. are mixed in between Private homes...lots of Driveways....makes for 'harder' parking mostly 2, 4, 6 or 8 DuPlex, Unit Apts.
My Brother lives in SC he has a 2 "SMALL" Br. 1 bath, no view and he pays $1,600. per month...He's been there 8 years and the rent does creep up yearly or every two years.
Good Luck...it's a Nice Town....
Parking is ATROCIOUS there. A roommate situation might help.
I'm in Laguna Beach....lol...lol...That's even HIGHER...but, I own my Home.

Costa Mesa is quite a drive from San Clemente. I-5 and the 405 will take you a good 1 hour each way to drive. You'd be better off looking for something in Huntington Beach or up in that area. The rent will be about the same and the drive will save you money and the stress of the traffic go back and forth.

A lot of people out here get into a roommate type deal so living near the beach is affordable.
Check out roommates on Craigslist or I think roommates.com.

I live in the area all my 56 years and unless you really like to torment yourself you will want to live closer to school. Good luck

Not sure what your idea of cheap is, but in my book there is no such thing when it comes to renting in So Cal, especially in a beach community like San Clemente.
