It's Kievan Rus', not Russia. Russia and Rus' are not interchangeable.
Rurik, who was a Varangian (Viking), was invited by the various Slavic tribes to rule over them in Novgorod. He started the Rurikid dynasty, whose various members ruled until 1598. His successor Oleg was the one that actually moved the capital to Kiev.
