Why are there no number plates in new zealand starting with v?

Q and V plates aren't issued because they can be confused with O and U on written forms.

Russ C is probably correct!.
It must just be applied regarding the starting letter then,
because our plate has a "Q" in it.

Now I'm going to have to start looking a bit harder at the plates!
