Are you sure it's Nice? it looks more like monaco to me, especially the circular building , wich looks like Hotel de PAris in Monte Carlo , see here some pics from Monte carlo:

In 0.26 It could be the casino (the building wich looks like a church, lol), the place name is Place du Casino, the fountain, not sure it has a name : here's a pic : http://www.panoramio.com/photo/1366681
