What is the best city to visit in the French Riviera?

It all depends on how long you stay, what is your budget and what do you like...
The easiest is to stay right in the middle: Nice !
This is probably where you will arrive (the international airport is in Nice) and the size of the town gives you a wide choice of accomodations.
You can easily reach Cannes, Antibes, Juan-les-Pins (West) and Villefranche, Eze, Monaco (East) by road and/or train ( maximum drive time to Cannes is 30 mn/ same to Monaco !)
The nicest places to visit are certainly Cannes, Nice and Monaco (the largest cities)
The smaller villages are nice too : consider Saint-Paul de Vence, Eze, ..
