Giant bubble-like structure in Warsaw, Poland?

Upon browsing around in Google Maps, I found a strange looking building in Warsaw, Poland. Tucked between roads named "Emilii Plater", "Zlota", and a highway, "Aleja Jana Pawla II"... does anyone know what this thing is?
