Are frams and factories in poland high-tech, low-tech, or no-tech?

Depends, most of the larger factory's and firms are hi-tech, because when communism fell here there was a total restructuring of the country, and this was a good opportunity for company's to use the latest technology.
For example when French Telecom brought a majority share in TPSA (Telecommunication Polska, Polish phone company), they were surprised at the high-level of technical equipment that Poland was using, which was far better than their own.

So in conclusion I would say that in Poland they have a high-level of technical equipment that is on par, if not even higher, than most western countries.

If you mean farms, then that is another matter as there are so many farms in Poland to a varying degree that again it depends.
In the north of the country you have bigger farms, which use the latest in technology, but in the south you will have many smaller and poorer farms that are still trying to keep up with the times but don't really warrant too much investment because they are too small.

My father-in-law is a dairy farmer here in the south of Poland and has slowly built up his heard over the last ten years and now has 40 milking cows and is one of the largest in the region with the highest pedigree.
But if I am honest he is in a minority because most farmers find it very difficult to expand due to the red tape involved with grants from the EU.

Therefore, they tend to get left behind on the innovation front and concentrate more on just surviving and making a small wage.
