Is April a good time to go to Playa del Carmen ?

Yes
The weather is warm and the ocean temps are good for swimming. It can rain a bit but not for long usually. There is lots to do and see regardless. I suggest packing a poncho so if it's pouring you can still get out and walk around if it's not good beach weather for part of a day.
I think it is the beginning of low season so the prices are good and this year Easter is in March not as busy in April.
