Have Playa del Carmen and Xcaret fully recovered from hurricane damage?

The area was not as hard hit as Cancun. It has fully recovered. You might still see some trees down in the many jungles along the coast that most of the hotels are in, but it does not in any way affect the areas of the property that the tourists use. The beaches and hotels are fine.

If you book a trip, I suggest you book it with travel insurance. Use a travel agent. Not online. They can advise you how to protect yourself the best way.

Yes, but its rainy season and the hurricane season is about to start. If I were you I would take my vacation about now till mid july.
