When is the best time to go to Paris for short break with partner?

Late May, beginning of June. The day are long, the prices are a little big cheaper and there are less chances of rain.
The parks (yes, there are parks in Paris) have flowers, people are more outside.

when ever it suites you both
but as valentines day is aproaching.

14 february

After mid Feb and before last week of June (is a little cheaper)

July, most Parisiens are 'en vacances' at that time.

April in Paris.... (cue music)

J'aime la vie et la poursuite de la culture et de l'amour

in August Paris is empty and quieter (but it also can be very warm)

IMHO never. Paris is a dirty city and the Parisians are rude. Go to the South of France like Nice where the people are nice and theres so much more to see and do.
