Such hotels exist - but depend on military administration - and
work for french only-
As well as "mess" for officers and under-officers -
You can be invited there -

Google

google orange search site like that

I know of no such place but then I'm not in the military.

Is it possible you heard about a place called the Hotel de la Corderie? This is a military establishment but despite the word "hotel" in its name it is not a hotel but an arsenal. ("La corderie" in french means "the rope makers" and rope, for war ships in the days of sail, was an important military provision).
