There are various watersports outfits operating in Goa.
If in the north, there are some below the Taj hotel at Sinquerim or at Cidade de Goa at Vainguinim beach, Donapaula.
Waterpsorts is fun! It was my profession for about 12 years.....

Most the beaches have watersport facilities. Even most of the 5 star hotels have them. The popular one are candolim, Calangute, colva, bogmalo, baga.

agonda beach in south goa is beautiful and things like kiteboarding is done there. also palolem beach next to agonda.
