Can one go to an Italian commune's Registrar of Vital Statistics and receive ancestor's documents on visit?

If I am vacationing to Palermo, where my great-grandparent is from, can I go to the Registrar of Vital Statistics (Ufficio della Stato civile) in the City Office (Comune o Municipio) in Italy in Palermo and ask for his records? Will they give them to me? Do I need some kind of proof of decendency, the records are from 1903 and before.

I found this on the website of the municipality of palermo

certificato storico

it says that you can obtain an "historic certificate" that give you pieces of informations about "residenza" = home address and "stato di famiglia" = family status of your ancestors (you'll need a valid I.D.) If you are not a relative you need to have "juridically relevant issues" in order to obtain it

and it costs basically 2,58 Euros for each member of the family they give you info about. + 0,05 if you want it printed out
