Pinerolo has no capital.

The closest would be Turin.
Its a very small province.

Pinerolo doesn't have a capital. If you're looking for largest city (which is what Italians go by) then in that province it's the city of Pinerolo...which actually isn't that big but very cute. I lived an hour away.
So like in my province, the main city was Ivrea because it was the largest. In the provinces, all the activity is centered on the largest cities so in a sense they are like capitals.
