Asking people in Ottawa and/or Montreal?

Hi, my younger brother might be going to Canada for studying abroad within a few months. He doesn't speak fluent English at all. As a South Korean national he prefers to choose cities where there aren't many Koreans. Do you see a lot of Koreans in Ottawa and Montreal like in Toronto and Vancouver? (any proportions?)
And how are the living costs of these two cities compared?

Toronto and Vancouver are the major cities that attract 'new Canadians'. Many stay away from Ottawa because it can be difficult to find a job if you're not bilingual (speak English and French). You can survive in Montreal if you don't speak French, but it can be difficult at times. Ottawa is cheaper than Montreal, but the night life sucks in comparison.

I cannot say about Montreal but in Toronto there are quite a few Koreans however unlike many other ethnic groups they do not live in one specific area of Toronto. So while present, they are never a large percentage. About the living costs, they will be very comparable both have cheaper area's and more expensive locals, the biggest difference between the two is in Montreal the primary language is French while in Toronto it is English.

In Montreal there are a few more Asians then in Ottawa but it's still a very low number of them. In Ottawa there aren't many either. Compared to Toronto and Vancouver there are like none. Montreal is cheaper for the apartment rent, and the food too, so Montreal's living costs is probably lower . Ottawa isn't bad either, my dad owns a few apartment buildings and it's pretty cheap for what you get. I live in Ottawa, but have lived in Montreal too, so I can really tell.
