with four of you, I'd say car would be the cheapest - and allow you the flexibility of when to come/go. Take I-90 east to Syracuse, I-81 North to Canada, Route 401 east to 416, and 416 noth to Ottawa. about 5.5 hours; shorter than train or bus. Air might get you there quicker - but if you add in early arrival/security, likely transfers at Toronto, and relying on other transport at Ottawa, air probably doesn't save much.

four people splitting gas and even rental car costs still works out cheaper and easier.
