From what I've seen on the internet, you will have to contact your local municipal as each city has their own processing of licensed drivers. I've given you an example from LaSalles&... There are great outlets in Niagara Fall NY. Fashion Outlets. They are about 10 mins past the border from Lewiston bridge.
