How should I dial from Las Vegas to a cell phone number in Morelia, Mex?

It recently changed. If the cell number is from Morelia (Mexican Cell company) then you must dial 011+52+1+ city code+cell number. Consider that many cell phones already include the city code.

I would assume you dial 1 then the area code and phone number

You need to use the country code first.

So for the US it would be 1:

011-1-(area code)-xxx-xxxx

For Mexico it would be 52:

011-52-(area code)-xxx-xxxx

If you want cheaper rates, try Tel-3 on the internet. Depending on how many times you want to call there.
