I will be in Monterrey with an FM3 visa, what kind of shop would be a good idea to open over there?

It's hard to answer your question without more detail.... what kind of "shop" are you considering -- auto shop, barber shop, tourist trinket shop? Monterrey is a big city in northern Mexico with diverse shopping areas so perhaps the first thing to do would be to visit (if you already haven't) and start experiencing the city.

In addition, you will want to become acquainted with professionals who can guide you through the bureaucracy of setting up or purchasing a business and/or going into parternship with someone else. This may take some time and depending upon how long you are planning to stay (as well as your connections and funds) your visa could run out long before you got your business started.

You may want to start by contacting one or more of the Chambers of Commerce in Monterrey (link below). It is best to do significant investigative work BEFORE you arrive.
