Well, they unified Madagascar into a single nation and took power away from the Merina Monarchy, and imposed the French language, education, and administration upon the people.

They imposed heavy taxes and replaced slave labor with conscription labor.

During the interwar period alone, laws instituted under French rule in Madagascar had 2 main purposes: revival of forest conservation measures & conscription of young males for public works.
