Depending on where you live, every country attributes stupidity and silliness to a neighbouring country and they make them star in all jokes involving not so bright people.
I don't know why, maybe this makes it funnier or more real.

English use the Irish, French use belgium, here in Australia it's the New zealanders.

Homs is a city in Syria .. they're used as a humor material not just by Lebanese but by Syrians too .. the fact is that a lot of them are funny ... and they even tell jokes about themselves ... but let me tell you I've actually seen many Homsis acting Homsi ... just like the jokes ... I don't know if the jokes influenced their behavior but some things they do are incredibly Homsi ...!!!
