(Vehicle) Braking Illegally?

Is there such a driving law in South Korea as -

Braking Illegally?

I always disbelieve this type of excuse; twice before I have been "rear-ended" by a Korean Driver, who have used this type of excuse to defend themselves against their own actions, or lack of defensive driving.

When I have been accused of this twice before, the Korean Drivers involved have always used this excuse attempting to shift blame onto me.

That is, until my wife mentions that she will call the Korean Police about the traffic accident. Almost immediately, the Korean Drivers then state they will pay for damages.

2nd Question; can anybody offer a reasonable explanation as to what exactly "Braking Illegally" is? (I sure can't)

Thank you for all reasonable answers.

I must agree with V-Man; it is "always" the foreigner driver's fault, since foreigners (according to any/all "expert" Korean Drivers), "don't know how to drive."

Never mind that Americans grow up around cars;
never mind that America has had cars 100+ years now, compared to perhaps only 30+ years for Korean people.

A few weeks ago I was almost "run down" by one of the "Coffee Girls" on her Moped; she insisted she had the right of way before pedestrians; she was riding on the sidewalk!

I have also been "rear-ended" when driving. The "short" moral of my story was that the female driver accused me of improperly (Illegally??) braking.

Her rationale? I braked during a green traffic light. It didn't seem of concern to her that the car in front of me suddenly stopped; so, if I didn't, I would have "rear-ended" the car in front.

I strongly believe she had a serious lack of common-sense.

Then to, she was talking on her Cell-Phone while driving. This, in itself, is illegal (or, is it only a traffic "suggestion?")

I can only imagine I "disturbed" her during her conversation, thus, I was braking improperly.

Any time there is a traffic accident involving a foreigner in Korea, it will be the foreigners fault. Unless there is damning evidence that proves it was the Koreans fault, as in your case.

Since traffic laws are generally not enforced in Korea, it really doesn't matter if braking illegally is a law or not.

2nd Question: I would guess that it could mean stopping on a street that would otherwise have free flowing traffic.
