Do you "In Korea" get charged for receiving sms from other countries?!?

I want to send sms to my Korean friend's cell phone, but would he get charged for it?!
I live in Egypt, and he's in Korea

Hi,

I send SMS to my Korean fiancee everyday, (I'm in Canada ~ she's in Korea) and she does not get charged for it. And when she sends to me, I do not get charged. It is far cheaper for her to send to me, so I prefer to call her, rather than send SMS.

Anyway....the receiver of SMS will likely not get charged, just the person sending it.
