In the movie, the younger man with flag embroided on his shirt accompanies Chong Li to the match. They are both Korean. Later, the younger man passes a capsule to Chong Li to temporarily blind Frank Dux. It is just hard to differentiate South Koreans from North Koreans.

Remo Williams is a little known 80's movie that tanked at the box office. It was supposed to kick off a series but it was horrible.
