Do the flags in Japan fly at half-mast ever?

dang... i was SO going to answer this question first. lol
Anyway, as the other repliers said, it's usually done to mourn the death of an Emperor, and starting with Emperor Meiji, they lined the top of the flag with a black cloth when morning (I've never seen this with my own eyes, but i read that it's done especially for flags that can't be lowered.) They also fly the flag at halfmast when remembering those that died as a result of the atomic bombings of WWII.
