is it gotong royong = forced labour?

hmm, interesting point of view. i guess Gotong Royong is community service. But recently i read in Kompas News and see the picture of bunch of village people making road.
I guess it is form of forced labor but in a soft way. because if somebody does not want to participate then he/they will be "punish" by the society, community service should be voluntary, isn't it?. methods of punishment could be various. in my opinion making road is the government's job. now that the people making it "for free" then the government doesn't have to pay for the road. so i agree that it is a form of forced labor.
