For foreigner, Jakarta is a very confusing city. One morning around 9, I was driving a friend's car with my wife from our Hotel, Hotel Nikko, at Thamrin street. Suddenly a cop pulled us to stop the car on the sidewalk. I didn't think we made any mistakes or speeding. We asked the cop, what's wrong sir? The cop didn't even speak English to us. But He mentioned about three-in-one law. He said "three people one car, 7 to 10 morning". Well then we said, that we were tourists, and didn't know that law before. After that, he let us go. I just think this law is very dumb. Besides that, the street jam was at worse. Finally we got to "Ancol Beach" at 10:30. One and a half hour just to get to the nearest Beach. Rehulation is regulation. it's made not up to you, after all, like you said your self, you are a tourist. the officer is being nice to let you go. as a tourist, you should just obey the law no matter how dumb it is.
FYI, there is the same regulation in Singapore.
1,5 hour to reach ancol from nikko hotel thamrin? are you sure you know your way? it could take 3 hours if you tour around the city while going there too you know? why do Kingston, Jamaica cops stop people randomly?

Allah is therefore clearly a NAME. Now, we need to know precisely where this name came from because if we do not make an effort to discern, we will end up calling God names, and that is derogatory and blasphemous. Calling God as Beelzebul is tantamount to making Beelzebul as God.

The Qurash (aka: Quraish) tribe which Muhammad belonged to was in charge of idol worship at the Ka'ba Shrine (which explains why muslims today must visit the Ka鈥檅a shrine once in their lifetime). . The 3 in 1 law has gone into effect for some time now, the cops didn't realize that you were tourists I suppose. But if you're a local, then you wouldn't have been let off that easily. The 3 in 1 has good intention, to reduce traffic at the congested areas, like Thamrin, to encourage people to carpool. BUT like a lot of rules in Indonesia, it has flaws:
1. Jakarta residents don't carpool because of rampant crimes and mistrust among the people. We will not carpool until there's protection from the government regarding this.
2. Stop with the "jockey" system. Those who do not have 3 people, can just hire a jockey (you'll see a man/woman/kid waving their finger before the 3 in 1 area offering their service. You'll even see a mother carrying a baby to offer 2 people, if you're just 1 person in the car). The cops know there's such thing, and yet they don't really do anything about it.
3. If people do violate this rule, and the cops catch them, they should get fined instead of the cops taking bribery. This rule seems to be just another rule for the cops to make money.
If you think this is crazy, listen to the latest legislation that was just passed a couple of days ago. You are now not allowed to give money to panhandlers, buy food from the street unless it's in designated areas, sell stuff on the street. Seriously, whats the point of this rule? Unless you can wipe our poverty or at least help those unemployed, those without education, you wont be able to stop these street hawkers. They are just looking for some money to survive another day!
Welcome to the real world, friend! Yeah I think it's very short-thinking making that kind of law. Reducing the number of cars at certain streets but not all the street, the congested traffic will move somewhere else. In your case is the traffic on the way to the beach.
The only way to reduce traffic is to build a mass transportation that can be used by many people. Affordable and Safe. I have not heard Indonesia got somekind of subway that go all accross the metro. I think they should consider it. Even Singapore has been using it for years. If you are a tourist, why go to Jakarta? Why you didn't go to Bali.
Anyway, there are many dumb street law because the police wants to take advantage by collecting bribes, but there is also a good purpose of the 3 in 1 law, it is to reduce the traffic( Anyone that's ever been to Jakarta knows how bad the traffic there). i dont know, but i agree with u,,

i think the police in here dont speak english very well,,,, Think positively,the cop already showed that he respect you as tourist and not charge you with anything. Good point for the Cop to save the tourist environment.
Before you hanging around Jakarta, why don't you ask the concierge desk to get a good advice the strategy to browsing around Jakarta without caught in traffic jam and which street you have to take. Better take Blue Bird taxi as they are very capable on this.
Do not ever driving yourself in a hustle capital city if you are not familiar with the traffic situation. It is applicable to all cities in the world.
Best regards. a foreigner need not drive car in streets of Jakarta if you have a local friend who knows how to. this will avoid misconceptions of our laws. traffic laws are intended to discepline local drivers.
it's not for you to question it. Well it's a good thing that you're a tourist. It is the rule. If you're a local, the cop sure wouldn't let you off that easily. They don't speak english, well there's not so many people in Jakarta speak English, but sure not all of them. Anyway, you should pick a jockey in the street and you can paid him/her after you pass the 3 in 1 street. That's what I do if I don't have enough people to pass through the 3 in 1 street.
You'll get used to it, that is Jakarta anyway. It's almost same like carpool in America, just a bit different though. Next time, why don't you hire a driver or go by taxi, it's easier for a tourist to do it that way I think It is your friends mistake,for not telling you the local law.
Major cities have this law now,to avoid traffic conggestions.

It may look dumb to you,but it may also come into effect in your cities soon.so will u call it dumb. Like in many capital city in the world, Jakarta is busies city in Indonesia and Thamrin street is heart of business activities. The 3 in 1 rule is made to reduce traffic jam in peak hours in morning and afternoon. My suggestion for foreigner is find out information from the hotel or travel agent before you go somewhere. They know and will inform you how and the best time to go in order not to catch in traffic or break the rule. |
