Okay, so you're looking for cheap hotels right? Well in Jakarta areas, you can't exactly find any. Most of the cheap hotels are located outside but near jakarta area. Say Bekasi, Bogor or Tangerang. In these cities yoyu can find like 2 to four star hotels. So happy hunting.......

What price is your idea of budget...?

There's the Sparks Hotel Jakarta, Jl Mangga Besar Raya about $60 (sounds expensive but some cost around $200!!)

Or Hotel Ibis Mangga Dua about $30

Otherwise only area I can think of is Jl Jaksa, infamous area where hotels were cheap when I last went there but not the nicest places I've ever slept in...!
Unfortunately I can't remember names of hotels there :-o but search the name of the road and you'll find something

I don't know about budget hotels, but you can try Jalan Jaksa in Jakarta Pusat.

This is also the backpacker's center in Jakarta and you can find lots of cheap accomodation and it is very near Jl. Sabang for variety of foods.

Around Jalan Jaksa in Menteng you can get a room with a fan for $2-3 a night and you can walk to some of Jakarta's most popular tourist spots (National Monument, that huge Mosque, Museums, etc...) as well as most embassies. And you can also eat and drink (even alcohol) in an easy atmosphere. You can get an AC room on Jaksa (at Hotel Margot) for about $20.
But if you are willing to spend money for a room with AC you can stay at the Aston in Kunigan (central jakarta just south of Menteng) that is really nice 4 stars, doorman etc...
Unfortunately there isn't much in the price range between the Aston and Jaksa's fan rooms. Now if you're idea of budget is $50+ there are hundreds of choices...
