Lanyards for IDs, etc what is the safety requirement for having to snap when pulled ?

I need to find the actual health and safety legislation stating that a lanyard for id, badge, etc should have a break clip in it, so it does not strangle the wearer when caught or pulled.

A lot of suppliers have `complies with H&S legisation` but no-one can tell me what it is.
