Can a minor enter Mexico without the accompaniment of an adult? Assuming that he/she has a notarized letter of consent from both parents. Yes. As long as he has a notarized letter of permission from both parents. If the minor is under 14 years of age, he hould be met at the border or city of arrival by an adult.
