Is there a Pacific island that is warm all year, where light skinned people live, and going topfree is legal?

It cannot be American territory, there must be a few white people living there, although there can be others. And it must be legal for people of both genders to go around topfree in public, or at least without much clothing. Preferably, people cannot go around fully naked. It must be warm enough all year for the people to be able to live without heavy clothing. It must be in the Pacific.

Commonwealth of the United States, I was in Tinian and Siapan in 1995 in the Northern Mariana Islands. Nicholas Cage was in the Movie filmed in Siapan, war story, of course. Can't think of the name of the Movie at the moment. I'm sure you have seen it.
Yap is one of the islands, I believe you would have to go to the outer islanders of Yap where they all live topless. Beautiful people, still very primitive though. I went into culture shock for a while. Got over it and adjusted. For travel arrangements search the web for Tinian Casino. Check out Tinian also just for the beauty and the history, the Casino will have information on Tinian where the flew the Enola Gay and Bomb Pits on North field Runways. They should be able to give you information and if there are trips flying from Tinian or Siapan to Yap. I was there working as a dealer in the Casino there.
