I don't know Brussels that good so I can't tell you where the shopping streets are, beside the "Nieuwstraat"...

The easiest would be to take the train to Brussels South. I'm assuming that place Luxembourg is near the train station Luxembourg...if so, it would take you about 20 minutes to get to the south station (midi)
There's a planet perfume which sells all the major brands at the cheapest possible prices.

Try the boutiques and malls in the Rue Neuve (Nieuwstraat) or if you have money to burn in the Avenue Louise. Both are not so far from your area around Place du Luxembourg.
By the way: speak French or English. If you speak Flemish they will tell you: "Yall go back to Birmingham, Alabama boy"
