check website of the German embassy in Manila for visa requirements (www.manila.diplo.de). Visa procedure can take up to 14 days.
Once you've got the visa go to a travel agency and have a package booked (flight and accomodation) or just buy a ticket (low fares on Cathay, Thai, Royal Brunei) and find accomodation when you are there. Low budget hotels are the Ibis chain, located in almost every major city, clean safe and not too expensive. You'll find them in the net, too.
