What is this building in Quirinal Hill in Rome? See the photo in the URL in detail.?

This is a lovely picture. The Quirinal Hill (Quirinale in Italian) is the location of the Italian Presidential palace. The H-shaped building that you refer to is part of that complex. What you're looking at is actually just a large gate, the entrance to which faces to the right in the picture. Like the Arc de Triomphe in Paris, the gate is an arch. It just looks strange because you're seeing it from the side, not the front or back.
